Cooperation with International Organizations

The Ministry for Emergency Situations develops cooperation with international organizations in the spheres of improving the disaster risk reduction system, early emergency notification and response, development of rescue technologies, personnel training and research.

The MES cooperates with leading international organizations and entities:

  • UN Development Program,

  • International Atomic Energy Agency,
  • United Nations Children's Fund (UNICEF)
  • United Nations Economic Commission for Europe
  • United Nations International Search and Rescue Advisory Group (INSARAG)
  • Organization for the Prohibition of Chemical Weapons,
  • Commonwealth of Independent States,
  • Union State,
  • International Civil Defense Organization,
  • Collective Security Treaty Organization,
  • Comprehensive Nuclear-Test-Ban Treaty Organization.

  • International Association of Fire and Rescue Services (CTIF)

The MES is also the responsible authority of state administration for the implementation of a number of multilateral international treaties:

  • Convention on Early Notification of a Nuclear Accident;

  • Convention on Assistance in the Event of a Nuclear Accident or Radiation Emergency;
  • Convention on Nuclear Safety;
  • Convention on the Transboundary Effects of Industrial Accidents;
  • Agreement with the IAEA on the application of safeguards in connection with the Treaty on the Non-Proliferation of Nuclear Weapons;
  • Comprehensive Nuclear-Test-Ban Treaty.
